As for the suit I think its great!! The hair, the sword - even the dog tags! It's spot on and can easily be noticed as Raiden.
I can see a lot of effort put into this just by one glance.
As for some other specifics, The setting of the water is ironic and great spot for this cosplay considering this is obviously more off of MGS2, the Big Shell Conspiracy. Despite the water and the reflections that could possibly keep the eye away from the main focus, it doesn't have much color- The face being with color and the background (which is right up with your head) helps keep the focus to your face and upper torso.
In ways I believe the face and eyes are always a big factor in animal or people photos as they express the soul, so you really scored high with that!
In all I believe this is a amazing photo. The only thing I might suggest is to possibly lighten the background slightly more. The suit being black I think it can slightly give an 'off-balance' to the focus. This of course doesn't need to be changed but It could possibly help.
